為了反制美國關稅措施，中國將從6月1日起，對價值6百億美元的5140項美國商品提高關稅稅率，分別加徵5%至團購熱門產品人氣產品25%不等的關稅，受影響商品種類廣泛，連保險套、化妝品都入列。美國政府10日起對2000億美元中國銷美商品加徵懲罰性關稅，稅率由10%提高到25%，並揚言對其餘3000多億美元中國商品也加徵關稅。. } }); } 中國當局則於13日宣布，從6月1日0時起，針對已加徵關稅的600億美元美國商品再加徵關稅，最高稅率達到25%。法新社報導，被課徵25%關稅的商品，包括美妝品（香水、眼妝、口紅）、廚具（烤箱、微波爐、咖啡機）、體育用品（桌球、羽球拍送禮酒推薦限時產品、足球）、鋼琴網友開箱介紹精選優惠及弦樂器、酒類（琴酒、紅酒、龍舌蘭），還有保險套、鑽石、工業機器人、輪胎、織品、木材和玩具等商品。然而，關稅並非貿易戰唯一武器。中國官媒本週已釋出訊息，北京當局可能停止出口稀土到美國，這是美國科技產業和軍工業急需的重要材料。根據美國地質調查所（US Geological Survey）的數據，去年中國稀土開採量占全球71%，2017年數據更高，達到80%。儘管稀土是北京在美中貿易談判的有力籌碼，畢竟美國進口稀土約80%來自中國。非逛不可流行但分析家指出，北京不見得會急著亮出稀土牌，以避免世界各國加速尋找替代來源。中國將從6月1日起，對價值6百億美元的5140項美國商品提高關稅稅率。 路透社 分享 facebook
三接站專家會議將召開 民間批：尚未確知藻礁分布 中油如何迴避？

恐衝擊大潭藻礁生態的中油天然氣第三接收站，下週將舉行專家會議與會前現勘，16日立委陳曼麗為此舉辦公聽會。不滿中油所提出迴避替代方案讓有傷害藻礁疑慮，桃園市府與農委會至今遲未劃設保護區，保育學者與居民砲聲隆隆，重申只能接受三接站異地建站，他們尤其抨擊，農委會林務局為期一年的調查3月才要展開，中油則是承諾未來將展開五年的基礎調查，在沒有完整調查的狀況下，何來有效的迴避替代方案可言。
面對藻礁爭議，中油，提出迴避替代方案，承諾避開裸露藻礁及柴山多杯孔珊瑚，開發面積從原本95公頃縮小為37公頃，也不再回填造地，工業港與區採開放式配置，讓海水維持自然流通。

中油強調，三接站的建置是確保供電無虞，而既有的設備已經飽和無法再讓大潭電廠使用，且台北港、林口港、台中港其他的替代方案高不確定，時程確實來不及。
桃園市境內27公里都有藻礁分布，其中觀音新屋藻礁4.3公里第一批獲得優先保護，林務局保育組長夏榮生表示，大潭有部分遭沙埋、確有柴山多杯孔珊瑚，但實際分布還待全面調查，之後才能談劃設保護區。
「桃市府還是在迴避，農委會直到現在也還不承擔。」搶救藻礁行動聯盟潘忠政不滿至今雙方仍在互踢皮球，還在要求對方先提出範圍才要談劃設保護區，讓民間相當擔憂。
強調桃園藻礁的生態價值世界獨有，中研院學者陳昭倫、特生中心劉靜榆合寫的論文，也已經登上生物礁相關的國際學術期刊，東海大學生命科學系特聘教授林惠真認為，投稿一個月就獲刊出，可見這在國際學界眼中是多麼獨特。

林惠真表示，其實一年前他也並不瞭解藻礁，但展開生態調查後，才知當地生態有多麼豐富。他以位居生態鏈頂級消費者的裸胸鯙（俗稱薯鰻）作調查對象，初步推估，當地50公分以上成體裸胸鯙至少就有1200隻。「你們就是不認識，所以不愛它。」林惠真認為目前對藻礁生態的調查尚不足，實在不是做決定的時候。
潘忠政抨擊，迴避方案只是避開了露頭的藻礁，實際的藻礁分布目前卻都還沒有完成調查。林務局的一年計畫今年3月才要展開，中油承諾未來認養大潭南側觀新藻礁保護區、北側的白玉海岸，進行原棲地藻礁生態保育工作，並編列5年1億元預算在藻礁生態監測與研究等事項上；這部分遭民眾批判，既然都還沒開始調查，又怎能確定迴避方案真的是避開了藻礁。
蠻野心足生態協會律師蔡雅瀅質疑，並不是沒有直接弄到藻礁，就可以在周邊進行各種擾動，這些開發仍有影響生態、違反野動法的疑慮。
1月中立委陳學聖曾舉辦協調會，企圖處理農委會與桃園市政府互踢皮球，劃設保護區、文化地景無下文的困境，但市府卻沒有到場出席。這次桃園市府以日前才成立的海岸管理處應戰。
新任海岸管理處處長林立昌指出，桃市已依野動法劃定藻礁精華區為「觀新藻礁生態系野生動物保護區」，也成立跨局處「藻礁保育專案小組」、「桃園藻礁污染源督查管制計畫」等措施。未來也將建置藻礁生態教室，並將藻礁保育納入國中小教材等，不過面對民間詢問何時劃設保護區、文化地景，桃園市府依然表示「還要等調查結果」。 延伸閱讀
